Suppose that you find a few basketball players and measure their height.
They would range anywhere from 120cm - 500cm (sorry for metrics), and the upper bound is pretty arbitrary.
120cm - 200cm... 120cm - 300cm... all of these rates still gives 1 a leading chance of appearing where 9 has a very low chance or near zero.
