@TheMaster that is a part of the option #1 :) I am more interested in validating that I have not gone insane and misinterpreted what the docs are saying - would you conclude to the same interface if you were in my position?

preliminary testing shows that the login does not happen at all, and that is the reason the OP cannot get the element
that is worrying, as I verified that the OP is following the common procedure for logging in programmatically correctly
The response from the POST request should contain the acct cookie in the Set-Cookie header, but for some reason, it does not
It seems like the payload is silently ignored
I have a suspicion that the reason lies in the request being relayed through Google's infrastructure...

@TheMaster nope, just as a string of URL encoded key-value pairs, so the OP seems to be doing everything correctly. I tested independently of the OPs code, and the result looks just as puzzling to me as it does to them. The flow should be nearly braindead: GET -> extract fkey -> POST fkey, password, and email -> extract the acct cookie.
@TheMaster thanks, I guess it might indeed be a misunderstanding between the implementers and whoever was responsible for the docs - I will try reporting it and see if that's just an issue with the docs
