This useless regex set it off.
Seems the two accounts have accepted each other's Answers
There's only two threads though. Two Questions and two accepted Answers.. (and an approved edit)
User with the useless regex says in a comment on their Question that they are " totally new to regex. Help. I took that from other website." 20 hours ago. Now they're posting Answers with them.
(though.. I must admit the quality of the Answer is proving them right :D)
 
@Scratte It looks suspicious but it is difficult to accuse them if all we have is 2 posts squared. A mod is not going to decline such flag as there certainly is a reason to be concerned but it would be best to wait and see if they continue interacting with each other or quickly gain reputation.
 
The other account plagiarized a comment in their Answer.
OK. Fair enough. I'll come back in a week and check up on them again then :)

It could, but I do not think so.. The plagiarized Answer didn't actually help at all.. since that was already there in a comment. The other Answer is.. well.. useless. To the point where if they were really using this, it would fail. (I put a comment to that effect on it)

@AnneBatch The important things to become a good developer are:
1. Use proper IDE. Use syntax checking/highlighting and automatic formatting. There are some good ones like PHPStorm, but I also recommend VS Code because it is free. It might take some time before you are able to set up your environment to work how you want it to, but it is not a rocket science. IDEs help you to avoid common pitfalls and find mistakes faster.
2. Pick a coding style and stick to it! I highly recommend PSR standards as they tell you exactly what and how to write. This helps you write code that is clean and easy

If you have some PHP basics already then learn some frameworks. Laravel is an awesome one. I also like Nette and their tutorials. They explain things in simple terms.
