Note: I only checked the rejections. Also, not all rejections are odd. Some are well-placed, others are arguable but I didn't list them

The .NET one? It should be on topic. Running a mismatch of versions is definitely about programming. And Microsoft are not doing anybody any favours with the quite confusing relations between different .NET runtimes.
We had a similar problem at work just last week, in fact. And I can tell you that this question is spot on. Sadly, we spent an hour not finding it but other completely irrelevant things that are about a similar error.

I have the exact same reaction any time I've worked with Angular.
So far, that amounts to exactly zero times.
