@RyanM A discussion is often an organic thread that spins. Even though comment B responding to A makes A a good candidate for a new answer, doesn’t mean A as a comment to post C makes for a good candidate for a new post. You see that in chat all the time, too; there are many ways to branch a discussion, and they’re all valid continuations of it.
The Q/A format is very strict, so it doesn’t really align with that.
At the same time, the Q/A format is a great way to extract value from discussions, something that forums completely miss.
One of the stronger arguments I see for not permitting subjective opinions in the Q/A (which is what Discussions (TM)) seeks, is that the Q/A format would present these opinions as the one universal truth.
It’s kind of obvious that we’re dealing with opinions, and that the voting score on Meta reflects that, but not on the main site.

Why is a site meant to provide factual answers to things, and designed such that only site-specific contributors (not even generally trusted members) can downvote content, providing such irrelevant subjective recommendations?
I don’t like it when Q/A sites present subjective ideas and opinions as factual and universal truths.
Certainly, for that specific example, I’d more than welcome sharing that opinion, but don’t label it as the one correct opinion.

i don't think we saw a change in SO's decline in 2018
sure, a lot of people were upset by what happened, but new users, posts, voting, etc, wasn't heavily impacted

hey now, according to the timeline, I did that after at most 22 of those downvotes...
But yeah, honestly I think the negative reaction was a bit much. We do normally close things before historical-locking them, for the exact reason that it provides that explanation of why it's off-topic, and that wasn't done here for some reason (almost certainly just an oversight).

@RyanM I'm not sure that duplicate closure makes any sense
Also the application of a lock is totally arbitrary (insofar as it's a mod-only privilege that would require the post being brought to our attention and so it's not as uniformly applied as regular-user-accessible moderation tools).
I'm really confused by the response there...

I'm tempted to chalk up some of the response to not really closely looking at the situation
though I'm also confused by why it continued to get so many downvotes even after I commented

@RyanM Well it's possible your fix made it worse in some ways since new users to the post would click a link and see a perfectly clear banner and explanation. If they didn't scroll to your comment to see that was a post-meta-post change then the question is completely useless

I don't really know... if I'd come across that I would've closed it as unclear. I have no idea what they want. The rules for locks and who applies them? Why that specific question was locked? What criteria do we use to determine when to lock a post?
 
Yeah, I'm definitely thinking it doesn't really have much in the way of long-term value.
