The thing is, all of the Help Center pages can be used to justify any kind of nonsense.
I've seen users on both sides do it.
There's no wording that's going to prevent people from using the words to justify nonsense.
You just have people who are wrong on the Internet.
But, uh... that Help Center page is missing something pretty critical, namely a mention of the requirement that the question must be on-topic.
Fortunately, I have an "edit" button for that specific Help Center page, so.... BRB :-)

We mods can also edit the banner area at the top of the main Help Center page, the on-topic page, and the MRE page.

so the link indicates, but I didn't understand from the material there or chasing other links: is it like, they click something in the "closed" box, and it directly takes them to Meta -> ask a question and pre-fills the question field?

I am thoroughly confused as to how anyone reaches this interface. I'm not the only one. Does it just appear on question pages after the user posts?
