I can almost guarantee that the issue is that you have the wrong appId/pass in the wrong section.

The one in your .bot file should be the ones you find in your Bot Channels Registration. If you go to [the app reg. portal](apps.dev.microsoft.com), click on your bot. You'll know its your Bot Channels Registration because it WON'T have the Web Platform listed

np. were your appid/pass correct in your .bot file?
I noticed 3 apps in apps.dev.microsoft.com for me. I tried all three of them. One of them said wrong appid/password, the second gave a 403 error, and the third gave an empty page saying "Bad Request" like the screenshot I sent earlier.
hmm...k. If you open each one up, how many have the Web Platform listed?
If it's just one, grab its appId and Password

go to your resource group and open your Bot Channels Registration
Click Settings, then scroll down to OAuth Connection Settings
Ok I'll add it there.
Click your settings and make sure the clientId and clientsecret is the appid and appsecret you just copied
I pressed "Test connection" and it works fine with the password I entered.

403 is a weird one. That's usually a permissions one. Did you add the permissions scope in your OAuth settings on Azure?
Scopes: Mail.Read Mail.Send openid profile User.Read User.ReadBasic.All
