as it has over 50 questions it would have to go through the burn process first afaik, that's if your thinking the former tag needs to die... otoh selective retagging because a question is mistagged is regular every day business and ought to be fine

as a layperson they seem to me to be rather different things so replacing one with the other, in either direction, when the question is mistagged (and indeed fixing any other issues you find) is cleanup and that is to be encouraged
