It's probably from a hardware perspective. Most IoT/.Net Core devices (if I'm thinking properly) run ARM processors instead of Intel x86 instruction sets. Since WPF is still based off Win32 API, it cannot be processed on some of the processors that .Net core was designed to run on.
Again, could be 10/10 wrong, but this is what I'm thinking

I don't think there's a reason why WPF couldn't be ported to a different OS except business reasons. MS has no incentive, and it's too big for an open source project
anything CAN be done, it's just a matter of time and money

given Xamarin Forms already does most of this, there's no reason to port wpf over
biggi: Xamarin doesn't compile things down to native plaform technically.. it links to its compatible shim frameworks for the platform that then talk to native apis (GDI in Windows / GTK in *nix)

also PSA: If you guys are using ReFS -- MS is upgrading ReFS with every release of Windows 10 making it impossible to use it on lower versions of Windows 10! I found that out that hard way over this weekend when i upgraded to Falls Update and suddenly my partition became RAW on creators Update. - Not only that.. Creators Update formatted ReFS USB was RAW on Falls Update!
The framework has to be updated, the plugins have to be tested with the new versions of the framework, and such support propagation takes time, hence why some people will run Windows XP despite the risks
btw: Unity says: Netstandard 2.0 will be supported once it is finalized.
so they will move away from mono eventually
