in modern browser it will attach a DOMContentLoaded handler, so only once

the easiest way is to get IP is echoing it with some server side script
otherwise if you are finding IP just to find the location you can use GeoLocation API if supported

besides that, are you sure that copy&pasting some code from the blog or SO is what you want? usually you don't want to use exactly the same code and thus could simply rewrite it based on the SO/blog code
