@okok depends, most have been just 'add to home screen' based, but I am pretty sure you can wrap a web app to make it installable. It seems this may not be the right place to ask.
You should go read some in-depth information about the architecture of both platforms in order to decide what to do.
We don't know your requirements, neither do we want to know them.

So a little bit of Java you'd have to learn, but there's nothing keeping you from sending and receiving http requests to web sites that you've made within your Java Android app

Such apps just don't integrate well.
That has the major advantage that you'd merely have to adapt the front-end of an existing web application to look good at small resolutions in order to make an app out of it
