the data gets rendered, so if you want to inject rows, you need access to the rendering
surely there's hooks for that in the docs
DataTables generates through AJAXA (JSON API) which you have to do yourself and you only assign the name of the column and what value it should have, so it's not that simple as long as it can be done without modifying the main script responsible for the operation and functions of DataTables
for example, this method is called after a draw: datatables.net/reference/option/drawCallback
after the draw, you can modify the html yourself with javascript
there's various such options like that that you could rely on

if you're observing mutations to a dom element and you don't get a callback, then it didn't get mutated.

the dependency you have it look at isn't used in the callback at all
so why should it be recreated when that dependency changes?

React is something very hard to understand because of re-rendering drilling
the way i understand it is the whole point of using useCallback is to avoid re-creating, or "re-rendering" the function with each render, and only recreating it when a particular dependency it relies on changes
so, for example, it would allow you to do onclick={memoizedHandleClick} where the function gets rerendered if and only if heroid changed. but in your case, heroid is being passed to it as a parameter based on which element was clicked
so, it needs to be rerendered any time the element it's on is rerendered
it doesn't need useCallback
that is, the anonymous function as you wrote it would be rerendered with the function each time
the clickhandler on the other hand doesn't need to be recreated at all
as it doesn't depend on anything and doesn't change
it simply causes a state change based on what was passed to it
