The only two things I can name off the top of my head are strace and valgrind.
Machining an EE definitely benefit.
I use Eagle for EE and it works perfectly fine on Windows
in fact I stick mostly to tools that work on both Windows and OSX
A good package manager and CLI utils for one.
Although I'm not one of those VIM dudes.

Dremel and a Dremel drill press for holes
there are specialized PCB drills for like $20

I want a milling machine that can cut steel reasonably; small CNCs are just too weak
So much work to do it by hand, and again unpredictable trace inductance.
Plus the problem of double sided boards with etching.
