it's for a transition/animation code, animations applied to elements store some data in a local weakmap, I'd like to have the current animation-promise within that data structure too

I used my react-d3 hybrid for the same reasons, I found d3 slightly distasteful. But plain d3 is a better choice for 'other devs' as it's so widespread. There is lots of copy pasta.

and a few other libs too
but if you wanna go custom
then you wanna probably do it like me and luggage
we make the charts in svg using d3 helpers. The thing you pasted is a chart library that does it for you (which is fine and maybe what you want).
and yes, re-charts leverages d3
