Absolutely. Culture is how you retain people. Tech stack helps contribute to culture. If you have a shit ton of systems running on legacy versions of java with no plan in sight for upgrade, you pobably have a lot of older developers that specialize in legacy java systems and such contribute to an older, outadted culture.
@BrianJ I'm on a team right now where everyone's eager to learn and every other PR has interesting discussions about everything from HTML semantics to how to optimize code or make use of new ES features.

Gotcha. Working on a customer-facing project gives me that. I try my best to help push the code towards something that is accessible to everyone wether they're blind or on a shitty mobile connection. I like that better than working with internal apps.

@BrianJ I started a company where I freelance on my own. It brings meaning to the random shit I do on my spare time, I get to choose my own techs and I'm actually making stuff that people use. It's way more fun that just making random stuff noone will ever use. Or I guess seek out an open-source project where there's a bit of community to bounce ideas off of.
Or just shop around for a new job and try to find a team where people inspire you
