by making a Hindi SO and translating it to English, we'd get similar quality of questions for twice the work

I am talking about a translate queue, like spam is moderated through review queues by actual humans, with audits and stuff.

no, because google can already do that for you on a per page basis.. and you can figure it out :D

depends on how enterprising the speakers of that llanguage are, its up to them

if all language sites translate their content for main SO, then eventually they'll start whining and bitching about how main content isn't translated for their site
