Yes that is correct.
First when you create an application, it'll be in sandbox mode.
If you have already created an application, then make sure, it is not in sandbox mode.
You will have to publish the application.

Click on Manage clients -> click on your application -> select permissions tab -> start a submission
Also, if you want to fetch information for a user in sandbox itself, there is another way.
Once you click on the application, you have the option to select - Sandbox
There you will have to send an invite to the user whose information you want to access.
And once they accept, you should be able to get feeds for that user only.
the submission button is nt enabled for me.

You do not need to submit for review for this use case. If you are a developer and you want to display Instagram content on your website, then you do not need to submit your app for review. By using a client in sandbox mode, you can still access the last 20 media of any sandbox user that grants you permission.

Well, yes you should be able to fetch without publishing the application, however
In Sandbox mode you will only see your data and the users you approved to sandbox.
1. Data is restricted to sandbox users and the 20 most recent media from each sandbox user
2. Apps in sandbox are restricted to 10 users
3. Data is restricted to the 10 users and the 20 most recent media from each of those users
For example, if you query the /users/{user-id}/ endpoint and the {user-id} is a sandbox user, then you will get the normal API response; but if the {user-id} is not a sandbox user, you will get a APINotF
The only way you can do this, add the user whose details you want to fetch under Sandbox users and they need to accept the invite, and then you can fetch their details.
Otherwise you'll have to publish the application, which may seem to be a long shot at this point.

Yes you need to send them a request so that they become sandbox users.
Only then you can fetch their feeds.
