there was a scope for loops before (or they just introduced it?), but declaring variables in the primitive loop would assign the reference to the execution block

@JanDvorak it should be outlined in the specs in detail, but if you use let to declare a variable in the primitive loop now, the variable is actually bound to the scope of the loop, so whenever you end, break or return from the loop the variable is guaranteed to be reclaimed
