A Maths teacher once told his students that they'll be having a surprise quiz next week. A student quickly rose up and said that the test can't be on Friday (assuming it's the last school day) - they'd see the test wasn't on Thursday, so they'd know it'd be on Friday. Therefore, it also can't be on Thursday - we've already said it can't be Friday, and come Wednesday and no quiz!?
Following the same logic, it also can't be on Wednsday, or on Tuesday, or on Monday. The student concluded that there can be no *surprise* quiz since they'll know in advance when it is, and the others agreed.
Its usually when sublime has worked on a file and the workspace hasn't been updated.

That's odd. I don't know how Windows handles permissions at all. POSIX permissions at least make sense and are easily manageable. Maybe Windows has an easy way too I ust don't know anything about.

My video card's driver on Windows deliberately stalls for 4-5 seconds at startup though to make sure everything is loaded. It's bullshit.

Might be your drivers too. I removed it and got 3-4 seconds again. It's not worth complaining over 3 seconds but it still is a little dumb.
