Why do you want to find the expectation values of Pauli matrices in the HHL algorithm? Is that because you want to do a tomography of the state? $e^{i\theta Z \otimes X} = cos(\theta) I + i sin(\theta) Z \otimes X$ because 4.7 formula from M. Nielsen and I. Chuang textbook. Note that $e^{i\theta Z \otimes X} = cos(\theta) I + i sin(\theta) Z \otimes HZH =(I \otimes H) e^{i\theta Z \otimes Z} (I \otimes H)$. So, now we need to figure it out how to construct circuit for $e^{i\theta Z \otimes Z}$.
