Here is what I would do:

It will fail (on purpose) if no scrollbar at all on page (but take out first if statement, and then it will work even then) - which browsers it didn't work on for you though?
Just in case, try to do scroll down with your mouse, and then also try issue this command one more time: $(window).height() + $(window).scrollTop() - tell me result
Hmm ok well try this - let's load the page and do not move the scrollbar, then tell me what value is for $(document).height() and also then $(window).height() + $(window).scrollTop() then please also tell me $(window).scrollTop() then $(window).height() - all without moving scrollbar - those 4 console commands
Just quick experiment, disable your styles (all of them) temporarily, put this only as the style: *{margin: 0; padding:0} and tell me console values again for the document height and then the sum of those like before
I mean take all styles out (just comment all of them out, for now, or dont include those sheets) and then put only this style definition in a stylesheet: *{margin: 0; padding:0} and then attach it to your page and try those console commands again
U can try just Minus 13, but u need to try it 1) on different window heights and 2) on different document sizes - and if difference skews away from 13px then its not predictable, but if it remains 13, then "minus 50" might do
U know maybe just "minus 50" would do, and then trying it with your styles on different window heights AND different document heights
OK try this instead - load your page, then issue this command $('*').not('#results_content').remove() - see if it leaves only that #results_content div element on page
