@Miral Permission.. go to adb from Eclipse folder in your drive.. and right click-permission give permission to execute and i think there will be user name there with drop down ..ther choose one have all the permissions like root/admin or your pc name...all is there in right click- permission window.
And also check the permission of /java-7-oracle/bin/java ... right click java and check permission is given to execute
I forgot to mention that, While doing Two's Compliment we need to make both number of equal digit like first 11101 and other is 11.. then convert 11 to 11100
