Is not it weird for Android to make choice on selecting applicable resource file?

For example, the Android will choose the first resource dir for devices with 320dp or higher, if not it will move ot land resource dir and use it if the device is in landscape mode, else when all fails, the Android will use last dir

It sounds more logical to use the first resource dir for devices with 320dp or lower because downscaling a resource does not mean loss of quality
