Pretty confident you'll still need a Mac to actually deploy an iOS app.
You might be able to write it with a cross-platform tool on Windows, but you need to perform Apples code signing process and use Xcode to upload it to the App Store.

also, if you want to deploy games, you should consider using unity; then you can deploy everywhere

@netpork Yeah. Even that Intel XDK is just another webapp framework but it's okay because what will I do is not that pretty heavy in CPU and memory. That Unity looks promising but I'm still finding a lot of research of the tools that is the most practical before I started to code.
I'm still trying to figure out which tool will be the best for my limited time. PhoneGap, Intel XDK, or Unity.

@netpork I'm quite afraid to do it there because I'm not really familiar with the UI Navigations, how to setup things and this will all consume most of the time than the actual development itself for me. But those are just my assumptions about myself because when I try to learn new things, I keep digging it until I'm almost on the root that is why I said it's time consuming for me :)
