2NF is that in a table, no column or row has repeated content, instead you make a second table where you link the repeated content in a second table where a foreign key connects the data to the first table?

The principle of 2NF is that all attributes of a row should be dependent on the key and only the key; given the level of details required by your assignment for instance, it wouldn't make do to store the brand and model in the cars table directly; the fact that a car is a Honda Civic is not dependent only on the car's identifier
And note that I did say "given the level of details required"; there is no generic rule here, it all depends on your business requirement

If "Civic" is dependant on "Honda", if you have a "Honda" you know that one of the only options is a "Civic"
Civic can only have a one on one relation to Honda, but honda can have a one to many relationship with civic and the other models
