To an extent, sure
But you can poke around in other ways, and find the right person without notifying them in advance
... and yeah, you're right, it is actually serious. #2 and #4 threw me off
Anyway, take a work situation; if you're a software engineer at a sufficiently large internet-based company, and have a question about the server infrastructure, you can figure out who to DM in advance
I half interpreted #1 as being equivalent to always sending a "hi" and then writing a question, which is dumb. I think I use digital solutions wayyy too much :p

I guess I am misinterpreting #1. By "Find" they don't mean "walk to their desk", they mean "Decide who you are going to ask"
