in manifest you can't set what layout you use, you can set in 'resources' folder, for example create folder layout-land, for landscape orientation

for fix this issue, i suggest you use SimpleCameraView, you can see how it works, by download apk in that project

like: still taking some pics using Landscape mode, once i use it in Portrait mode, (here its re-initiating my camera)

but i have written whole code

and that's fully custom and works and already shown to client, can not do changes

as you can understand the issue
