I've found the XML where the RestTemplate instance is injected into our own "restGateway" bean, but nothing there about proxy

None of my java code has the string "HttpHost" in it...

We don't normally use proxies; I think fiddler requires that we set up a 'fake' one in order to intercept the traffic.
And I did not have to alter the source for the tomcat traffic to show up in Fiddler when we were developing with Netbeans

well I never used netbeans I can't answer, but for eclipse I am pretty sure that I used proxy which I configured in some lines and later it worked
