I'm not sure... to me it seems that new people do not read that stuff... they just want to get there answer and don't care much about SO and what will happen in the future...

It just might be the easiest way to reduce that "mee to" etc. answers

but they need to read it once... and post and get deleted and maybe banned or whatever
