It is important for the whole process that the files have their name.

e.g. upload_#id.file where #id is the ID in the database

It's important never to accept user input when manipulating your local file system, it's potentially a security hole, as well as the charset problems you are seeing
@Maurice but you'll also need to pick a charset for the database, and convert the input file names to that charset
You could store then in a varbinary or whatever but that sounds like more trouble than it's worth
I suggest you use UTF-8 for All The Things internally
