I don't see why keeping a room on topic is that important, honestly. When it comes down to it, a website makes revenue based on activity. Whether the activity is "on topic" or not should make no difference so long as the people are enjoying themselves.
Although if you do want the PHP room on topic, then ask a PHP-related question. Otherwise, until we have one, why can't we talk about IRC and wet dreams?
 
well, you could always combine the two and talk about your PHP wet dreams.

@steven_desu I think the point is, there's multiple rooms for multiple topics. If you've seem me over at MSO chat you'll know I'm not one for being on topic all the time
 
If someone comes into a chat room expecting answers to questions, they are retarded.

I just know that many people get... perturbed... when they want to come chat about a given subject and the room's off topic
 
Thats why SO has the posts, chatting is for fun and trolling.

I was usually just trolling in church chat rooms when I was a teen.
Thinking it was funny that the admins / mods couldn't really ban you because it was an IRC chat.
