The reason I think MS hates itself is that porting my Linux code to Windoes code has a lot of unexpected odities, like this one. When I tell Windows to sleep it sleeps for that amount of time.

So sleep(1) is Sleep(1000)
And that's pretty much the only reason why it has bit stronger guarantees — you're not dealing with times below time slice
So it's more likely to wait more or less exactly what you want it to
