Except the diffuser plate can be integrated into the last aspherical condenser, and wrap the whole thing up into a zoom barrel. Then I'll have a flash light that can burn things.

Yesterday evening, some guy gave a talk about an autonomous battery recharging system for drones. A member of our A.I. robotic group suggested maybe drop 2 wires on power lines to recharge ... or maybe using laser to charge up the battery.
As the organizer, I am not responsible for any wrong doing of our group members. I am also not liable for any criminal activities arise from the ideas obtained through any group meetings.
@TelKitty I don't think there is anything that will withstand the highvoltage AC on power lines and is compact enough to be lifted by drone as part of its dry weight...
so even before the legal issues you have a few technical ones to solve
Oh yeah we discussed about that. In normal residential area, the difference between live and ground is about 200V -240V in many parts of the world. 120V in the US.
Many countries bury their power lines underground.
And usually higher voltage power lines are higher up in the sky.
