Charge a one-time fee of $0.01 or a similar, trivial amount for the privilege of asking questions, accepting credit card only (also grant that privilege to anybody earning 100/200 rep with answers). Extend question-ban to ban every account associated with that credit card, and blacklist the card number to disallow future account creation. Way harder to get a new credit card than a new OAuth ID.
