Years ago a couple of kids lied about their weight, so instead of getting close to the ground, they both hit the ground (head first) and died. So, they passed new requirements that any bungie jump operator carry $1M worth of insurance. That would work out to about $400/jump to cover the insurance alone, which killed the business.

In the end it was only a couple of hours. I think the only unusual thing is that we don't expect this with Google.

Today's outage is world-wide. So I don't think it's a load-imbalance issue. It's probably somebody submitted a bad code submissions that broke something fundamental. And it took them how ever many minutes it was down for to figure out what submission it was and revert it.
Many people are angry about recent Google policies.
