Repair has to be paid by the owner, modernization essentially has to be paid for by the people who rent the apartments. of course, landlords are keen on declaring everything as modernization, and do no repair.

This house, which has been moist in the basement and the first floors (half of the first floors currently cannot be let because of that) will be fully isolated (which presumably makes the moisture problem worse).
