TBH if I was allowed from Day 0 to just write my own TFS <-> Perforce integrator, I could have saved myself 4 days of herp-derpin' on the internet and google and with setting up unsupported Linux VMs to make Swarm / GitFusion work.
I blew 4+ days wandering around half-broken solutions, picking them up and trying to make them work. While I understand the need for not reinventing the wheel, in this case there really was no wheel, and doing the ridiculous things we were doing to get it to work out because we seemed to be averse to writing one ourselves.

Code Review problem. The original problem was that Code Reviews weren't apart of the workflow of the engineers here, and Perforce didn't have it built in.

Well of course, it goes in a separate database. I was charged with making Code Reviews happen with Perforce. There were a number of external tools (Code Collaborator, ReviewBoard) which were acceptable, and I pitched those.
I mean either switch to TFS and ditch Perforce, or use a tool that integrates with Perforce OOB. Otherwise you're just wasting time.

So Suggestion #2 was "let's use an external tool made to do this kind of thing." Which was also put on the table. But then there was the slight hint that maybe we could make TFS <-> Perforce work. And that's when the madness began.
To be perfectly honest, it's not something that sounds impossible. You think tools to go between different VCS's would exist. And they do .... except in the case of Perforce.
