There is a button at upper right, "Submit Proposal".
When you click this button, a new page opens, where you can enter your rate and write a cover letter, i.e. ask questions about the project or tell something about you.
Both projects are hourly, so you enter an hourly rate. If it were a fixed price project, you would enter a price for the whole project.
Sometimes the client enters a budget or an hourly rate, and sometimes he doesn't.
