Sure.
You should get several pages of information in your browser.
Various sections, amongst that the list of loaded extensions.
You can use your browsers search function to look for the mbstring extension.

OK, not what yu want, but you know what the actual issue is:
the extension really is not loaded, it is not phpmyadmin that checks in a wrong way.
So now you know the loading of the extension fails.
The extension is loaded when the http server is restarted.
When that happens, the http server will write a note about that in the error log file.
You have to take a look into that log file, since the http server will say _why_ it fails to load the extension.
So now you have to locate that log file.

You need to know about that error log file anyway, it is one of the most important resources for a php developer.
So check your http server configuration.
You are using the xampp package, I am not familiar with that, but we will find out together.
xampp is nothing but a collection of free software packages.

You are looking for the error log.
This is one of the reasons why packages like xampp are questionable.
The suggest you just use your mouse and all is easy, but that is not true.
You need to learn to understand how things actually work.
So, where is the error log file?

I suggest you revert it to that setting.
Otherwise php cannot load any extension.
(there are probably several extensions bundled in xampp)
Please take a look into the folder c:\xampp\php\ext.

If so please disable it. Use http, not https. You (probably) don't have a valid certificate anyway.
