if you want to shit out a parser quickly for prototyping or proving your grammar is unambiguous, I'd use Bison.
if you want a quality parser, you've got little choice but to roll one by hand, IME.

the whole point of parsers is that they are not FSMs, because you have to have the extra stack space.
that's what separates parsing and lexing.
hand-writing a mostly recursive descent parser can go just fine
