I think that if you love hg then it's pointless to complain about git. Just use hg-git and be done with it. I'm not a fan of svn but I don't spend a moment ranting about it, I just use git-svn. Done, problem solved.

if you are talking about not putting a function template's definition into the header even though you call the function template, then why should you count the linker errors? It doesn't necessarily yield them if you explicitly instantiated the definitions...
if the function template can only be called for a few arguments, and you call it for more, then you break the contract and should be lucky to get some sort of error. Even if it's only a linker error

yes, the GarbageCollector.cpp must include the policy headers.
or the policies are defined in GarbageCollector.cpp and only forward declared in GarbageCollector.h.
