TBH, the question ban is meant to be permanent. That whole BS about editing to make it better almost never happens. It's there because they don't want to complicate the algorithm and to improve their PR.

Basically, when you hit the question ban, you're not a wanted user and so the system wants you to leave.
 
@Mysticial That's not true. I remember a guy in here got downvoted to the point that he was question banned and he came in here and pleaded for upvotes and the ban got lifted.

But sometimes you have to understand how companies work.
They don't tell you the everything.
Because some of that information is potentially harmful.
Banning users is very bad for PR (public relations) and the public image of Stackoverflow.

@Xeo Basically I have a get_decomposition_mapping function that takes a character and returns a decomposition as a vector of characters. I have an iterator wrap that iterates over the decomposed forms of the underlying sequence. But the decomposition returned by the function is not guaranteed fully decomposed so I have to decompose all those characters in the decomposition recursively.

@BrandonDamante That's actually not the entire goal. The goal is to build a library of questions that will help a greater audience. Questions that only benefit the asker are discouraged. And there's a "too localized" close reason for that.

@Xeo Because the function does nothing but read the Decomposition_Mapping property from the UCD. That's what I was wondering. I'm checking if I need the official value of that property for anything else. If not, I'm simply going to store it fully decomposed in the UCD data.

I rarely ever vote "too localized" for a new question.
But if a question is a year old, has very few views. Then I'll consider it.

What people need to be motivated to be on SO? What is more valuable on SO? The questions, or the answers? Can there be good answers without good questions?
Now, from that mix derive a good policy. I think SE is pretty close to spot on
 
Without questions there can't be answers. So I'm going to say, good questions are obviously much more valuable.

The question is much more valuable because even if it's unanswered at this point of time, someone could answer it at any time. Albeit, it'll be difficult to find.
 
@BrandonDamante Answering a question is always more demanding than asking it because let's be fair theres nothing to gain from answering a question (aside from virtual points). And for that reason I think it's only fair question posters format and think about the phrasing of their questions for a bit before posting them.
 
I have to argue that writing a good question can be as hard as (if not harder) than writing a good answer.

Plus, I don't think many people actually keep track of world records anymore. I might be wrong though, because I can't remember the last time I actively looked at world records.
