Here are a couple of meta posts stating edits do not invalidate spam/rude flags: 1, 2. Rolling back the post to a version prior to the flags being placed does invalidate the flags placed after the rolled back edit. Thus, editing creates the opportunity for someone to invalidate future flags by rolling it back. An informed spammer/troll could take advantage of that.

@QPaysTaxes It's unclear. If someone removed the spam with an edit, then there may not have been any additional flags raised on the then non-spam post. If your goal is to get more flags on it, then leaving it as actual spam is probably more likely to result in people raising flags rather than a post that says "This used to be spam". The actual best thing to do depends on information which we don't have access to: how many flags were raised on which versions.

The question is not really clear, and I tried to "guess" what the OP wants. My answer has +2/-3 votes, and I was wondering if I should delete it or leave it. I really think it could help the OP, but his question is vague.

In your opinion, is that useful? Should I delete it?

I'm hesiting about creating a Meta post dealing with this specific answer.
 
@Mistalis Your call. Usually I would delete an answer to an OT question, unless the OP explicitly commented it was helpful to them. There's no feedback from the OP in this case though, and I doubt there ever will be

suppose an off topic question has a bounty
in the past i've mod flagged it as off topic and unable to close due to bounty
 
that's the appropriate way to get the bounty removed
 
which would in most cases get the bounty cancelled.
 
That is a crud shoot. It really depends on how bad the Q is and how long until the bounty expires.
 
so far im batting 100% for those types of mod flags
now my thought now is should I just leave them alone
it's more my ocd that can't seem to let it go
but if the OP doesn't seem to try to improve the post then i should just leave them to their own devices
thing is that is the bounty is cancelled the OP gets back the rep.

While it does inaccurately state that the post is owned by the community, it does communicate the essential issue that the OP does not have the right to force the vandalized version to be the version distributed. I think the comment could be better, but making it accurate is more complex. Basically, what you would have to say is something like: (off the top of my head, needs work):
"By posting to Stack Exchange (SE) you have granted the right under the CC BY-SA 3.0 license for your content to be distributed regardless of your future choices. SE policy is that the non-vandalized version of a post is the one which is to be chosen to be distributed. Thus, any vandalism will be reverted. Generally, we choose not to distribute vandalism.
