So my idea is: Becuase Rep is a measure of your knowledge, not ability to moderate. So is it correct that let people who have some rep use these privileges? For example, I've seen someone who has...20k rep? He edited a spam post and says: This is spam, let's flag it. So I think, what about also set some limits, instead of just rep?
Let's say, You can "Edit Questions And Answers" when you have 2k, and you need at least 100 approved suggested edits.

Some people are good at get rep, but they don't know about moderation. And others, they're good at moderation, just "don't want/can't" get more rep and use these moderation tools.
Instead, when you know enough about drive, you can get a driver's license.
But you know enough about moderation, you still can't get these mod tools (license).
I think that "How much about programming you know == How much rep you have != How much moderation you know".

I think it will be pointless. We are just 2 people chatting about it. SE has existed for some 7 years now. I imagine many people smarter than you and me have discussed this before and put a lot more thought in this, yet it still works the way it works

@KevinGuan There are a bunch of post on this already on meta. My take from the whole thing is that unless you can come up with a system that scales as well as rep does they are not going to change how you get privileges.
 
I think you should think about it some more, like what are the pro's and con's, and don't be in a hurry to post it
