Actually the issue here is whether or not Smokey should be used to watch not only spam/pure garbage ('asdfasdfasdf'), but also general trolling/VLQ generating behaviour like so.

Well, note that what they're doing (finding questions solved in the comments and posting actual answers with attribution) is kind of encouraged -- meta.stackoverflow.com/a/251598/3093387. Better to make them community wiki, but it's not particularly awful behavior imo.

if it's a new user, it doesn't matter (and spam is plausible). If it's someone who has reasonable posts elsewhere, then that spam flag will be declined because it'd mess them up for what was probably an innocent mistake.

Nah, unless there are lots of people using them at the same time, it doesn't hurt.

I had a new idea today... I'm in the group of people who feels that we should explain every down-vote. But it's awkward to have those battles spill out to our main accounts.. easy solution, use a secondary account primarily for the purpose of moderating, down-voting, but always explaining to people why we down-voted.

If you're not commenting on your votes, and you're not being (overly) inflammatory or confrontational, you are not at a high risk of revenge downvoting.

@TinyGiant I think if we always told people, "I disagree with your choice of answering this question", and the answerer sees an immediate down-vote, we're probably going to be at risk of revenge down-voting at some point.

@Ike If you wouldn't say something on your main account you shouldn't create a second account to say it. Also having multiple accounts can be a violation of the multiple accounts policy.
