if it's a new user, it doesn't matter (and spam is plausible). If it's someone who has reasonable posts elsewhere, then that spam flag will be declined because it'd mess them up for what was probably an innocent mistake.

Especially if it's one reporter - he gets rate limited too if he does multiple.

Nah, unless there are lots of people using them at the same time, it doesn't hurt.

But note that SmokeDetector's chat system, ChatExchange, deals very well with rate limiting so all messages will end up getting posted anyway, we should just avoid that it takes too much time.

I had a new idea today... I'm in the group of people who feels that we should explain every down-vote. But it's awkward to have those battles spill out to our main accounts.. easy solution, use a secondary account primarily for the purpose of moderating, down-voting, but always explaining to people why we down-voted.

@TinyGiant I'm thinking of cases where we're not actually voting on content anymore -- lately I'm getting encouraged by people like Servy to discourage answers to bad questions (his perspective is that an answer to a bad question can never be good, put simply).

@TinyGiant I think if we always told people, "I disagree with your choice of answering this question", and the answerer sees an immediate down-vote, we're probably going to be at risk of revenge down-voting at some point.

@Ike If you wouldn't say something on your main account you shouldn't create a second account to say it. Also having multiple accounts can be a violation of the multiple accounts policy.
