My population right now is like 5000. And the budget is really fiddly at best. Can easily drop by 7k with one little nudge. And those city policies crush me, so I leave them off, just use two coal power plants. And I've got the 60k loan eating at my budget as well.
 
The only city policy i ever use is the power reduction one because i always use wind turbines
(and i dont pick the most windy maps either)
 
But that's like 5 cents a building and having a shitload of buildings crashes my budget (-2k net)

Apparently, you can make elevated roads but I don't know how to reintegrate them. It is supposedly good for industrial trucks etc. And the game can't optimize the placement of bulkheads, so it wants to demolish all my shit in the process. And don't get me started on those weird voodoo powerlines. Water system is fun, tho.

@Borgleader In that case, roundabouts would definitely help at the chokepoints. :D Also, extending the highway-ish lanes inland, avoiding industrial traffic to use the same lanes as tourists/residents.

Place them at all the red intersections where you can, they're not that slim (but stuff can be built within them and around them.
 
It's important to diffuse the traffic load as close as possible to the highway. Residential/commercial inland is not that crucial (but useful still). It's stupid that all roads are not unlocked immediately. City planning without all roads is really difficult, even if you can't afford them, you should be able to plan shit out and then have ghosts of it until you can afford it.
