@AndrewLi Technically, if a question is about programming as per the scope defined in the help center, and if it's not unclear, too broad, no MCVE, no duplicate, etc., then it should be answered. Technically.

But then you can point to things like "SO is a database of reusable QA to help programmers," and that sort of question doesn't really fit that.

Yeah, there isn't much that can be improved there. If it's weighing you down (i.e. question ban or the like) you can flag for disassociation. Otherwise, it isn't really a big thing. A downvote every now and again isn't something to worry about.

I agree with Tiny; don't worry about the occasional downvote. They can be annoying (trust me, I hate it when I get them, especially after like 6 months or a year of inactivity), but if you focus on contributing to the site in a positive manner via questions and answers, then a downvote here or there will not affect you much
