But, yes, you can, PyPy does JIT compilation of Python.

Static compilation is harder, but may be possible (in the worst case you statically compile a JIT into your binary!).
The biggest problem is the dynamic nature of Python, i.e. no typing, objects can arbitrarily have new properties added, etc. This is why JIT works better, if something changes then you throw away the compiled version of what changed and recompile the new version.
