I would say you should just buy a computer... although building one is a great experience
But these days, you can buy an interchangeable computer for a decent price that it would take you to build one
Not to mention, you risk the potential of having faulty equipment with the pieces you would end up buying

Make sure the motherboard can support up to 32 gigs
It doesn't hurt to have a shit ton of ram in your computer
The seagate barracuda is a normal HD and then you also have an SSD
you know this right?
meaning that SSD is going to out perform your HD any day, but it doesn't hurt to have that extra 2 TB of memory

Just get Windows 8 - Linux is awesome but it's not going to run every game

plus, you can partition the drive to dual boot linux if needed
If you do go the linux route, avoid Chrome OS - it's just google chrome on steroids
