So I would start with, for the first part, a simple aspx page that emits only XML to the browser:

Sometimes knowing a name for something is sufficient.
There will be some configuration to be done here, but it won't be much. And once it's setup you can forget about it ;)

You should not use a master page, but you could. You need to understand how the response will look. I actually encourage you to try it in this manner, so you can understand why you should not use the master page
Please understand that so far I am only concerned with #1 on the code for the page
I do not worry about how it looks in the browser, only that XML is returned
by using a masterpage you may cause other problems, it depends on your approach

Now you should try to get the page to build the actual XML that you want. That's the next step I would like to see
Here are the things that need to be accomplished for that:
Expect a GET parameter of passedvalue or something specific. I don't care what you pass. Just expect it to be there. If the parameter isn't there, or if the parameter is of a bad format (say you expect only numeric values) then return an explanatory message of the sort "the value was not acceptable" ... I'll provide a sample in just a moment
So you want your page to work like this: http://server/path/page?passedvalue=123
and have it build the XML for the passed value according to what you actually want to return
So using our previous page from last night, I'm going to introduce it like this: (posting a code sample)

Sure, we can do that. step two is a basic thing, you just need to read the MSDN link I showed you
it literally tells you how to do step 2
for step three you're going to need to design an XSL for the XML
The thing to do there is to create the HTML the way you want the HTML to look, then, at the beginning of your Response.Write you'll add
Response.Write("<?xml-stylesheet href=\"pathto\\your.xsl\" type=\"text/xsl\"?>");
and in the XSL you'll put the HTML that you've written with some wrappers at the beginning and end, and everywhere you want that XML data to occur you'll put XSL "variable definitions" to use a simple phrase that's not exact.
I would literally compare view-source:http://140.90.113.200/xml/current_obs/latest_ob.xsl to view-source:http://140.90.113.200/xml/current_obs/KLAX.xml to see how to match those two up
in the line where I put "pathto\\your.xsl" that XSL will be static. Not dynamic. If you need it to be dynamic, leave that till after you've figured out a static one.
Do I need to build you a sample HTML XSL file or would you like to try it first and see what you can do?
